If a person does not appear on this honorable mentions and semi-finalists list, does it mean that his/her story will be rejected?

No, not at all. The judging is still taking place and results will come in for the next 2 weeks for the semi-finalists and Honorable Mentions. The finalists will be announced and that is when you know for sure if you are still in the running.

One more question if I may: are finalists chosen from among the semi-finalists, or are they chosen separately?

Sorry for the noob question, but what's the difference between an honorable mention and a semi-finalist?
