Would I be correct in assuming that finalists aren't determined until nearly 3 months after the deadline for the quarter?

I am trying to patiently await the winners. I'm trying to patiently await 2nd quarter HM's. I'm trying to patiently await evidence WotF is still out there somewhere.
I'm not good at patience, though.
